Myanmar At A Crossroads:

Past trends of human well-being and a future outlook

April 2023

Myanmar’s current crisis is derailing its recent progress in sustaining high GDP growth, reducing poverty creating employment opportunities including that of women, increasing trade values, and meeting SDGs. These regressive scenarios and the conflict spreading throughout the country are creating insecurity among civilians, limiting widespread access to basic services and social safety nets, and posing a serious and generational threat to the well-being of the people.

This household-based human development index report identifies households that may be less able to weather rising food prices and the collapse in public services and provides evidence that is needed to inform interventions in respect to both targeting and resource allocation across sectors and locations to minimize and regression in the gains. This study also emphasizes the need to avoid further polarization, so that all may benefit from future development with one of the key economic drivers of conflict monitored and managed. This study is a proof of concept for the household-based approach to human development in Myanmar and will serve as a cautionary tale for policymakers and practitioners seeking to support sustainable development.
